The President of Ukraine, Volodymyr Zelenskyy, has signed into law a bill aimed at fostering the development of efficient and sustainable centralized heating systems. This legislation is recognized as a key performance indicator for the implementation of the Ukraine Facility program.

What the Law Entails
The primary objective of this law is to establish conditions for the gradual installation of individual heating units (IHUs) in buildings connected to centralized heating networks.
Furthermore, the act refines the legal framework governing heating supply and cultivates an environment conducive to the modernization, advancement, and effective operation of centralized heating systems throughout Ukraine.

Specifically, the law mandates:
- support for centralized heating as a sector of national interest;
- incentives for the utilization of renewable energy sources and cogeneration units;
- the promotion of investment programs within the heating supply sector;
- a phased implementation strategy for the mandatory installation of individual heating units in structures connected to centralized heating networks;
- defining the accountability of heat-supplying organizations for the maintenance of individual heating units;
- refining the methodology for establishing tariffs for thermal energy;
- clarifying competitive principles for operations in the heating supply domain.
When New Requirements Take Effect
The phased introduction of the mandatory individual heating unit installation mechanism will commence six months following the cessation or cancellation of martial law.
The legislation also outlines the responsibilities of heat-supplying entities concerning the upkeep of IHUs.
Industry Transformation
The document includes provisions that will alter how tariffs are formulated. Notably, it permits the incorporation of costs associated with installing individual heating units into the thermal energy tariff.
Moreover, the law is designed to facilitate the attraction of investments for the modernization of heating supply systems.
The implementation of these provisions is expected to drive the modernization of thermal infrastructure, attract capital investment into the sector, enhance energy efficiency and the reliability of heat supply, ensure consumers receive high-quality thermal energy and hot water services, and ultimately reduce the expenses associated with the production, transportation, and delivery of thermal energy.
As a reminder, Finance.ua previously reported that transitioning Kyiv’s heating system from thermal power plants to cogeneration units would require 20-30 years and substantial financial input.
